On 7 November 2025, the Istanbul Criminal Court of Peace issued arrest warrants for 37 individuals, including senior Israeli officials and members of the Israeli occupation forces on allegations of genocide and crimes against humanity. The decision brings attacks on Gaza’s medical infrastructure within the scope of an active domestic criminal process.

Earlier this year, the PAL Commission’s investigative team uncovered critical evidence concerning attacks carried out against Palestinian healthcare facilities. On 27 March 2025, the Commission submitted a comprehensive evidentiary dossier through the relevant channels for consideration by the Turkish authorities. The submission addressed two incidents later cited explicitly in the arrest warrant communiqué. The first incident concerned the destruction of critical medical equipment by Israeli forces on 29 February 2024.  The second concerned the subsequent targeting of the Turkish-Palestinian Friendship Hospital on 21 March 2025. The hospital, Gaza’s only dedicated cancer treatment facility, was completely demolished as part of Israel’s systematic assault on Palestinian healthcare.

Over the following months, the Commission’s dossier was transmitted through the appropriate prosecutorial and judicial channels. It combined forensic assessments with satellite imagery, while witness statements were supported by further evidentiary material collected by the investigative team. 

Following consideration from the provided material, warrants were issued for individuals identified as bearing responsibility for the alleged actions. This development marks a significant advance in efforts to challenge the impunity surrounding attacks on Palestinian medical infrastructure and pursue those responsible through national courts.
